While community-based approaches have been an integral element of CSBG and Community Action throughout its history, these efforts are among the most difficult to implement and document. Community-level transformations often require multiple organizations working together to promote changes on a scale that is outside of the direct control of the eligible entity. These efforts typically require extensive planning, take more than one year to implement, and require high quality data analysis to demonstrate the impact of specific strategies on specific community conditions. In addition, unlike direct services to individuals and families, it is difficult to aggregate or “roll-up” the number of service units and outcomes into state and national reports.
