America was built on the promise that every family should have an opportunity for success. Yet, today’s uneven economy has put a good quality of life out of reach for too many Americans.

The National Community Action Partnership (NCAP) is a national, 501(c)3 nonprofit membership organization that provides technical assistance, training, and other resources to Community Action Agencies, nonprofit and public groups funded by the Community Services Block Grant (CSBG), a federal program that allocates funding to states to connect Americans to greater opportunity.

The nation’s Community Action Agencies embody our nation’s spirit of hope, change people’s lives, and improve communities. When national, state and local leaders tap into these agencies’ experience, they can promote workable solutions that connect more families to opportunity – and make America a better place to live for everyone.

The tools and resources provided to Community Action Agencies across the country by NCAP allow our Agencies to stay up to date on the latest best practices to empower individuals, families, and communities to succeed.

The National Community Action Foundation (NCAF) represents community action agencies and their state and regional associations in Washington, D.C. in an effort to ensure that the federal government continues to support the Community Action Program.

  • NCAF is the federal advocate (501c4) for the national network of Community Action Agencies (CAAs).

  • NCAF was founded by CAAs in 1981 to prevent the dismantling of the CAA network.

  • NCAF's first initiative was the creation of the Community Services Block Grant (CSBG), which preserved the CAA network and the federal-to-local funding pipeline to mitigate the causes and conditions of poverty.

  • NCAF continues to advocate for opportunities for the national network of CAAs and is administered by a Board of Directors composed of local agency executive directors.

  • NCAF does not receive any federal funding.


CAPLAW is the national legal expert for the Community Action network. CAAs typically receive member benefits from CAPLAW via the CAA's membership in its state association. CAPLAW membership gives your CAA access to a team of staff attorneys for one-on-one consultations, a virtual training hosted by your state association, updates and alerts tracking the latest legal and financial developments, members-only access to CAPLAW webinars, and special discounted rates to our annual conference. CAPLAW attorneys not only support CAA leadership, we also work with in-house and outside counsel of both public and nonprofit CAAs and specifically provide the Community Action legal perspective in all matters impacting CAAs.

The National Association for State Community Services Programs (NASCSP) is a professional association whose members are state administrators of the Community Services Block Grant Program (CSBG) and the Weatherization Assistance Program (WAP). NASCSP is the premier national association charged with advocating and enhancing the leadership role of states in preventing and reducing poverty.
